According to the Witness, the ZNPP was managed and controlled by Russian special forces that specialize in the protection of special facilities, which he was able to determine by their chevrons. Although ZNPP employees were forbidden from looking at the occupiers and their identification marks, the Witness and his colleagues remembered the chevrons, found them on the internet, and learned about the unit.
