166. Shelling, deprivation of medical care, forced evacuation through Russian Federation

SUMMARY: In early March 2022, the Witness and around 500 other Rubizhne residents, including 200 children, sheltered from frequent shelling in the basement of the local kindergarten. Russian forces, mostly composed of personnel from Chechnya (frequently referred to as ‘Kadyrovites’, i.e., soldiers under the command of Chechen leader Ramzan Kadyrov), set up positions at the school to fire upon Ukrainian forces. The Witness and a nurse provided medical care to wounded civilians in the basement with what scarce resources were available. The Witness managed to evacuate but was forced to do so through the Russian Federation.
WITNESSES
The Witness of the incident was a female civilian in her early 30s who worked as a restaurant administrator and lived in Rubizhne at the time of the events.
VICTIMS
The Victims of the incident include the Witness mentioned above, as well as the other 500 who stayed in the basement, some of whom were wounded from the shelling.
ALLEGED PERPETRATORS

The perpetrators included Kadyrovites, Russian soldiers, and members of the internationally unrecognized “Donetsk People’s Republic” who varied in rank.
