32. Civilians held captive in residential basement.

SUMMARY: In early March 2022, Russian forces terrorized civilians in Irpin by firing at them from fortified positions. The Victim, who had sought shelter in a basement with approximately 15 other civilians, was wounded in one such attack and was taken to a hospital by Russian forces, where he was interrogated and tortured. He was able to escape to Ukrainian-controlled territory and received treatment for his injuries.

WITNESSES

The Witnesses of the incident included a driver, an industrial climber, and a hospital employee. All of the Witnesses were male civilians with no affiliation to the military.

VICTIMS

The Victim of the incident was a male civilian and nephew of one of the Witnesses.

Because the bombardment of civilians was initiated from a large distance, the witnesses were unable to identify the possible perpetrators. The perpetrators who brought the victim to the hospital were soldiers in the Russian military of Slavic appearance, who varied in rank and spoke pure Russian.
