SUMMARY: On the late morning of February 24, 2022, Russian troops captured the Kakhovka Hydroelectric Power Plant in Nova Kakhovka. The Witness saw the military kill a local family of four near the plant. Starting on February 25, 2022, the Russian military began entering Nova Kakhovka and continued killing civilians: the Witness described the killing of a pensioner and a driver at the Nova Kakhovka waterworks. People started being abducted and tortured; the Witness recalls communicating with over 20 abductees.

WITNESSES

The Witness of the incident was a male civilian and resident of Nova Kakhovka who worked as a leader of the Nova Kakhovka city territorial community.

VICTIMS

The Victims of the incident were male and female civilians, including city employees, community leaders, organization leaders, drivers, and other residents. The Victims included children, adults, and the elderly. Multiple Victims were killed by gunshot wounds.

The perpetrators were unknown members of the Russian military, as well as local collaborators and a military officer of the internationally unrecognized “Donetsk People’s Republic.”
