SUMMARY: Russian forces detained a male civilian for 46 days in the Balakliya police station. He was interrogated and tortured using electric shock with a Soviet-era field telephone. Before his release, he was forced to record messages accusing Ukrainian forces of firing upon civilians.

The perpetrators who occupied the police station where the Witness was detained were members of the internationally unrecognized “Luhansk People’s Republic.” They wore civilian clothes and were armed with machine guns.
